How do I download a file from a web page?

Use the Web Site command and go directly to the URL where the file is located. This should start the download of the file.

If the web page has a link to a download, point your mouse over the link and look for the URL or location of the file down at the bottom of the browser window. Enter this address in the Web Site command.
